"The health of the population" (also known as public health), a phenomenon that "cloud"?

How did you get the idea in my head was to hear transmissions "debates" about ecigs between Professor John Ashton and Professor Robert West, and even Ashton and Professor Clive Bates. These debates can be heard here:

It is really worth listening to this "debate", if only for the comedic aspects. (Honestly, if you want a serious discussion, do not worry).

What I noticed is that most of the arguments against ecigs are "what-if" genre. Such as: "What if the children pulled the flavor of gum?" At the mouth of the Zealots, which translates to "Big Tobacco deliberately children flavored chewing gum."

I like the fact that these two radio debates, was pit against zealot zealot. But there's more. The whole debate about "smoke" ecig is wonderful, as doubts snuff smoke "vapor". If the Zealots, in a burst of glorious incompetence ecig says steam is so "dangerous" as SHS, we know that the anti-smoking crusade begins to crumble. Professor Ashton has fallen into this trap. He ecig vapor metallic substances "include" (or so) in conversation with Bates. Bates emphasized that the substances were frequently inhaled / digested by humans and was the dose that was important. Ashton (probably your life five years after annoying shorten) asked if Bates would be happy if its inhaled the tiny fragments of metal children. I do not remember the answer, and is not important.

A huge split appeared in the ranks of the health nuts. But it's not just about ecigs - it is also the second-hand smoke. Much of the controversy over SHS is "under the radar", but it's there.

The Roman Empire had disintegrated because it created a bureaucracy in Rome, which, unsustainable, expensive and "unfit for purpose", which led to the rapid decline of the Roman Empire until the end, was out of control, huge. The same can be said about the British Empire. It has never been real. has always been an illusion. That was a completely different set of patterns defeated bosses. Everything was delusional. But for once was the Pax Britannica.

======

The point of all this is that "The state of health of the population" is in constant fluctuation. With a population of over 60 million people, is for a few teachers here and there completely impossible, despite his erudition and his calculations, to say that everyone eat and drink. Therefore, it is unreasonable to do to increase the generalized form of fines.

Make sure in your mind that the higher taxes (on cigarettes, for example), discouraging are sure with the intention of "ultra vires", as the government is concerned. Politicians are not supported, of course, but the fact is that only taxes are used to finance the needs of the state. They are not intended to punish or "deter").

=====

Readers may wonder what I mean by "cloud" phenomenon.

I think that the state of "public health" in a certain time depends on the "epidemic" it is now "real" (like the flu) or "potential" (SHS). An influenza pandemic can be quantified, but a "potential" SHS epidemic can not be quantified. In fact, unless the epidemic of SHS can be quantified, there is no reason to believe. The lack of evidence of an epidemic of SHS, the only reason for hysteria is a "cloud" of bits of information - the major studios, the small pieces of differences that produce one iota not matter.

=====

Finally tonight, I think the next "COP" re FCTC is Russia such a "phenomenon of mass."

=====

Public health is "an estimate of the safety of the population at some point in time." There are a number of statistics that is infinite error prone.
